"The United States intends to achieve an economy-wide target of reducing its emissions by 26%-28% below its 2005 level in 2025 and to make best efforts to reduce its emissions by 28%. China intends to achieve the peaking of CO2 emissions around 2030 and to make best efforts to peak early and intends to increase the share of non-fossil fuels in primary energy consumption to around 20% by 2030. Both sides intend to continue to work to increase ambition over time."

"... intends to achieve ..."?    "... make best efforts ..."?    "... intend to continue ..."?

Where are the specifics on how decreases will be achieved?
Where are the milestones to measure progress?
Where are the penalties for non-compliance?

This agreement amounts to nothing more than an agreement for the sake of an agreement. A publicity stunt on the part of both President Obama and President Xi Junping.

For President Obama it is an attempt to portray a high profile political victory for environmental interests in the U.S. and to paste a shiny star in his legacy. For President Xi Junping an attempt to appease China's growing public anger over heavy smog and position China in a more favorable light on what has become a geopolitical issue.

I spent considerable effort attempting to compose a post on all the wrongs with this "accord". Finally had to concede I'm not a proficient enough writer. Nor do I have the patience to do adequate research. Therefore, please read "Obama's US-China climate change agreement is yet another lie" by Steve Davidson, Communities Digital News. It covers most of the points I would like to have made.

Suffice it to say, once again President Obama has had America drop trou and bend over.
